Campbell Woods is governed by deed restrictions which are legally binding covenants filed with Harris County that run with the land and apply to all property owners and residents. These restrictions were established when the neighborhood was developed in the 1950s to preserve the residential character and quality of life in Campbell Woods. They remain in effect today and are binding on current and future owners.
Below is a summary of the main restrictions that apply to properties in our neighborhood:
Land Use
Residential use only (no commercial businesses, oil/gas operations, or mining)
No individual livestock, poultry, or animals except household pets (dogs, cats)
No individual water supply or sewage disposal systems
Building & Structures
Single-family detached dwellings only (max 2 stories)
Private garage for max 3 cars plus quarters for household help
Minimum lot size and floor area requirements (vary by section)
No trailers, basements, tents, shacks, barns used as residences
Setbacks & Placement
Front setback: minimum 25 feet from front lot line (Section II lots may have specific variations)
Side setback: minimum 10 feet from side street line
Rear setback: minimum 5 feet from rear lot line
No residences or attached structures within 65 feet of front lot line (varies by section)
Visibility & Aesthetics
No fences, walls, or hedges higher than 8 feet
Restricted sight lines at street intersections (2–6 feet above roadway)
Limited signage (one sign maximum 5 square feet for sale or rent)
Vegetation encroaching on neighbors' property must be removed on request
Covenant Duration & Enforcement
Covenants run with the land and are binding on all current and future owners in perpetuity
Original design committee authority expired in the 1950s–1960s
Design approval requirements could only be reinstated if a majority of property owners formally record a written instrument appointing new representatives
Deed restrictions were recorded with Harris County long before the Campbell Woods Civic Association existed. CWCA did not write them and cannot unilaterally change or waive them.
However, deed restrictions are enforceable through the courts. Any property owner in Campbell Woods has the legal right to bring an enforcement action against a neighbor who violates the restrictions. In Harris County, the County Attorney's office also handles deed restriction complaints and can take action on behalf of the public interest.
